Bio
Otto Christian Dahl is Special Advisor in the Research and Innovation Department at the Norwegian Association of Local and Regional Authorities (KS). He specializes in research and innovation policies, systems change, and systems leadership. He holds an MA in Cultural Studies from the University of Bergen, with a focus on semiotics, collective memory, and the ethics of cultural heritage. Otto has extensive experience in public administration, accumulated over nearly thirty years at the local and regional levels in various roles at the intersection of politics and public administration. His roles have included serving as a Project Manager for a decade-long triple-helix collaboration, Secretary for establishing and running an inter-regional research fund for four counties, Secretary for a council representing three municipalities, Research Advisor for a local transport mobility co- creation project, an Advisor for regional collaboration at the University of South-Eastern Norway, and more recently, providing leadership support as part of the Political Secretariat at the county of Vestfold and Telemark. He has also served as Head of Cultural Heritage Management in Telemark County, linking back to his academic roots.
